Introduction
Foster City is undertaking a comprehensive Real Estate Economic Market Analysis to better understand current market conditions, future economic trends, and opportunities to strengthen the local economy. The study will inform City Council decision-making and help guide future land use, economic development, and business-attraction strategies.

The City has retained Kosmont Companies to conduct the analysis and provide advisory recommendations.

This study will help Foster City:

  • Understand current real estate and economic conditions
  • Identify unmet market demand and emerging trends
  • Evaluate the performance of existing commercial areas
  • Explore opportunities to support local businesses
  • Inform long-term planning and economic policy decisions

Note: The analysis is advisory in nature and will not, by itself, change zoning or land use regulations.


What is the scope of the study?
The market analysis will evaluate the following areas citywide:

Economic & Real Estate Conditions

  • Office, retail, commercial, life science, hospitality, and mixed-use markets
  • Vacancy rates, lease rates, and tenant mix
  • Supply and demand trends
  • Market leakage (where spending leaves the City)

Demographic & Consumer Trends

  • Population and household characteristics
  • Employment and commute patterns
  • Consumer spending behavior
  • Psychographic profiles to understand retail and service needs

Retail & Shopping Centers

  • Performance of Foster City’s five major shopping centers
  • Opportunities to strengthen existing businesses
  • Potential for new or expanded retail and services

Opportunity Sites

  • Review of underutilized or redevelopable properties
  • Consideration of market feasibility and infrastructure needs
  • Identification of sites with redevelopment or repurposing potential

How will the study be used?

The final report will:

  • Summarize key findings and market trends
  • Identify opportunities and constraints
  • Provide an action plan and recommended next steps
  • Support future City Council policy discussions
  • The report will be presented publicly to the City Council and made available on the City’s website.
