Single-Family Residential Objective Design and Development Standards: Waterfront Properties

The Lagoons form an important feature of Foster City, providing water-oriented recreation and passive enjoyment, to all City residents. How important is it for waterfront properties to have distinct design and development standards compared to non-waterfront properties?

I am aware of navigational easement(s) on my waterfront property and if it has riprap or a bulkhead.

The following regulation is clear to me: 

For waterfront properties, the rear one-half of the lot shall be determined by: (a) measuring from the front property line to the water side of the bulkhead; or (b) in the case where there is no bulkhead, the rear one-half of a waterfront lot shall be determined by taking the total lot depth of the lot excluding any easement that the city has been granted to maintain the lagoon for waterfront properties; or (c) in the case where there is no bulkhead or no maintenance easement, the rear one-half of a waterfront lot shall be determined by measuring from the front property line to the highest water line.

I am aware that the maximum lot coverage for residential properties is 50% and that the lot coverage calculation is currently based on land area and does not include area in the water.
